NOTICE OF NEGOTIATED PROCUREMENT
(TWO FAILED COMPETITIVE PUBLIC BIDDING)
INSTALLATION OF POWER, DISTRIBUTION LINE AND COMMUNICATION SYSTEMS
1. The Philippine Science High School SOCCSKSARGEN Region Campus, through the General Appropriations Act of FY 2017 (RA 10924) intends to apply the amount of FIVE MILLION PESOS ONLY (P 5,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for SRC INFRA 2017-007 - INSTALLATION OF POWER, DISTRIBUTION LINE AND COMMUNICATION SYSTEMS. Bids received in excess of the ABC for each item shall be automatically rejected at bid opening.
2. In view of the two (2) failed public biddings, the Philippine Science High School – SOCCSKSARGEN REGION CAMPUS (PSHS-SRC) Bids and Awards Committee (BAC) invites interested bidders to participate in the negotiation for the INSTALLATION OF POWER, DISTRIBUTION LINE AND COMMUNICATION SYSTEMS in accordance with Section 53.1 of the Implementing Rules and Regulations (IRR) No. 9184, otherwise known as the “Government Procurement Act.” Delivery of the Goods is required Ninety (90) calendar days upon receipt of the Purchase Order. Bidders should have completed, within three (3) years from the date of submission and receipt of offers/proposals, a contract similar to the project. The following are the items and its description:

3. A negotiation conference is set on November 27, 2017, 1:00 P.M. The eligibility, technical documents and financial documents, together with the best and final offer shall be submitted on December 4, 2017, 1:00 A.M at Philippine Science High School – SOCCSKSARGEN Region Campus, Barangay Paraiso, City of Koronadal, South Cotabato. See the attached List of Requirements for more details. Technical specifications and other relevant documents are available at the BAC Secretariat. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.
4. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy-five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.
5. The Philippine Science High School SOCCSKSARGEN Region Campus reserves the right to accept or reject any offer or declare a failure of negotiation at any time prior to contract award without thereby incurring any liability to the affected bidder or bidders.
