NOTICE OF NEGOTIATED PROCUREMENT

(TWO FAILED COMPETITIVE PUBLIC BIDDINGS)

 PROCUREMENT OF MUSICAL INSTRUMENTS AND AUDIO EQUIPMENT FOR PEHM INSTRUCTIONAL MATERIALS

1. The Philippine Science High School SOCCSKSARGEN Region Campus, through the GENERAL APPROPRIATIONS ACT OF FY 2019 (RA 11260) intends to apply the sum of SIX HUNDRED EIGHTY-ONE THOUSAND FIVE HUNDRED PESOS ONLY (P681, 500.00) being the Approved Budget for the Contract (ABC) for the procurement of MUSICAL INSTRUMENTS AND AUDIO EQUIPMENT FOR PEHM INSTRUCTONAL MATERIALS with Contract No. 2019-08-177. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. In view of the two (2) failed public biddings, the PHILIPPINE SCIENCE HIGH SCHOOL- SOCCSKSARGEN REGION CAMPUS (PSHS-SRC) Bids and Awards Committee (BAC) invites the following suppliers listed below and all other interested and qualified bidders to participate in the negotiation of the abovementioned project in accordance with Section 53.1 of the Implementing Rules and Regulations (IRR) No. 9184, otherwise known as the "Government Procurement Act." Delivery of the Goods is required Sixty (60) calendar days upon the receipt of the Purchase Order. Bidders should have completed, within THREE (3) YEARS from the date of submission and receipt of bids, a contract similar to the Project. The Philippine Science High School SOCCSKSARGEN Region Campus, through the GENERAL APPROPRIATIONS ACT OF FY 2019 (RA 11260) intends to apply the sum of ONE MILLION TWO HUNDRED THOUSAND PESOS ONLY (P 1, 200, 000.00) being the Approved Budget for the Contract (ABC) for payments under the contract for the purchase of SPEECH LABORATORY EQUIPMENT with Contract No. 2019-07-27. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2. The PHILIPPINE SCIENCE HIGH SCHOOL- SOCCSKSARGEN REGION CAMPUS, now invites bids for the PROCUREMENT OF SPEECH LABORATORY EQUIPMENT. Delivery of the Goods is required Sixty (60) calendar days upon the receipt of the Purchase Order. Bidders should have completed, within THREE (3) YEARS from the date of submission and receipt of bids, a contract similar to the Project. 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.
