PROCUREMENT OF MUSICAL INSTRUMENTS AND AUDIO EQUIPMENT FOR PEHM INSTRUCTIONAL MATERIALS

NOTICE OF NEGOTIATED PROCUREMENT

(TWO FAILED COMPETITIVE PUBLIC BIDDINGS)

 PROCUREMENT OF MUSICAL INSTRUMENTS AND AUDIO EQUIPMENT FOR PEHM INSTRUCTIONAL MATERIALS

 

  1. The Philippine Science High School SOCCSKSARGEN Region Campus, through the GENERAL APPROPRIATIONS ACT OF FY 2019 (RA 11260) intends to apply the sum of SIX HUNDRED EIGHTY-ONE THOUSAND FIVE HUNDRED PESOS ONLY (P681, 500.00) being the Approved Budget for the Contract (ABC) for the procurement of MUSICAL INSTRUMENTS AND AUDIO EQUIPMENT FOR PEHM INSTRUCTONAL MATERIALS with Contract No. 2019-08-177. Bids received in excess of the ABC shall be automatically rejected at bid opening.

 

  1. In view of the two (2) failed public biddings, the PHILIPPINE SCIENCE HIGH SCHOOL- SOCCSKSARGEN REGION CAMPUS (PSHS-SRC) Bids and Awards Committee (BAC) invites the following suppliers listed below and all other interested and qualified bidders to participate in the negotiation of the abovementioned project in accordance with Section 53.1 of the Implementing Rules and Regulations (IRR) No. 9184, otherwise known as the "Government Procurement Act." Delivery of the Goods is required Sixty (60) calendar days upon the receipt of the Purchase Order. Bidders should have completed, within THREE (3) YEARS from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

  1. A negotiation conference is set on September 11, 2019 at 2:00 P.M. in the BOARD ROOM located at the Second Floor-Administration Building, PSHS- SRC, Brgy. Paraiso, City of Koronadal. The eligibility, technical and financial documents, together with the best and final offer, shall be submitted on September 17, 2019 at 2:00 PM in the Philippine Science High School-SOCCSKSARGEN Region Campus, Barangay Paraiso, City of Koronadal, South Cotabato. See the attached List of Requirements for more details. Technical Specifications and other relevant documents are available at the BAC Secretariat.

 

  1. Opening of best and final offers shall be on September 17, 2019 at 2:01 PM in the BOARD ROOM located at the Second Floor-Administration Building, PSHS- SRC, Brgy. Paraiso, City of Koronadal. Proposals/Offers will be opened in the presence of the proponents' representatives who choose to attend at the aforementioned address. Late proposals shall not be accepted.

 

  1. Interested bidders may obtain further information from PHILIPPINE SCIENCE HIGH SCHOOL- SOCCSKSARGEN REGION CAMPUS and inspect the Bidding Documents at the address given below from 8:00AM- 5:00PM (Mondays- Fridays).

 

  1. Negotiated Procurement is resticted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy-five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.

 

  1. Eligible bidder must have the capacity to provide the items with the following inclusions: 1.) Warranty Certificate (2 years); 2.) After sales certificate (preventive maintenance); 3.) CE approved if applicable; 4.) and

 

  1. The PHILIPPINE SCIENCE HIGH SCHOOL- SOCCSKSARGEN REGION CAMPUS reserves the right to reject any and all offer, declare a failure of negotiation, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
