NOTICE OF SECOND NEGOTIATED PROCUREMENT FOR THE CONSTRUCTION OF ADMINISTRATION BUILDING, PHASE 2

1. The Philippine Science High School SOCCSKSARGEN Region Campus, through the General Appropriations Act of FY 2018 (RA 10964) intends to apply the amount of
FOURTEEN MILLION TWO HUNDRED FIFTY THOUSAND PESOS Only (P 14, 250,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for SRC
INFRA 2018-005 - CONSTRUCTION OF ADMINISTRATION BUILDING, PHASE 2. Proposals/Offers received in excess of the ABC for each item shall be automatically
rejected at the opening of best and final offers/proposals.

2. In view of the two (2) failed public biddings and failed first negotiated procurement, the Philippine Science High School – SOCCSKSARGEN REGION CAMPUS (PSHS-SRC) Bids and
Awards Committee (BAC) invites interested proponents to participate in the second negotiation for the CONSTRUCTION OF ADMINISTRATION BUILDING, PHASE 2 in
accordance with Section 53.1 of the Implementing Rules and Regulations (IRR) No. 9184, otherwise known as the “Government Procurement Act.” Completion of works required is
One Hundred Fifty (150) calendar days. Proponents should have completed, within five (5) years from the date of submission and receipt of best and final offers/proposals, a
contract similar to the project.

3. A negotiation conference is set on August 7, 2018, 9:00 AM. The eligibility, technical documents and financial documents, together with the best and final offer shall be
submitted on or before August 10, 2018, 9:00 AM at Philippine Science High School – SOCCSKSARGEN Region Campus, Barangay Paraiso, City of Koronadal, South Cotabato. For more details, see attached List of Requirements, Technical Specifications and other
relevant documents, which are also available at the BAC Secretariat.

4. Opening of best and final offers/proposals shall be on August 10, 2018, 9:01 AM at Philippine Science High School – SOCCSKSARGEN Region Campus. Proposals/Offers will be opened in the presence of the proponents’ representatives who choose to attend at the
address below. Late proposals shall not be accepted.

5. Negotiated Procurement is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy-five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines. 6. The Philippine Science High School SOCCSKSARGEN Region Campus reserves the right to
accept or reject any proposal/offer or declare a failure of negotiation at any time prior to contract award without thereby incurring any liability to the affected proponent or proponents.
