2. In view of the two (2) failed public biddings, the Philippine Science High School – SOCCSKSARGEN REGION CAMPUS (PSHS-SRC) Bids and Awards Committee (BAC) invites interested bidders to participate in the negotiation for the CONSTRUCTION OF RESEARCH HUB FOR AGRICULTURE AND ALLIED SCIENCES in accordance with Section 53.1 of the Implementing Rules and Regulations (IRR) No. 9184, otherwise known as the “Government Procurement Act.” Completion of works required is Two Hundred Forty (240) calendar days. Bidders should have completed, within five (5) years from the date of submission and receipt of offers/proposals, a contract similar to the project.
3. A negotiation conference is set on July 24, 2018 at 9:00 a.m. The eligibility, technical documents and financial documents, together with the best and final offer shall be submitted on July 30, 2018 at 9:00 a.m. at Philippine Science High School – SOCCSKSARGEN Region Campus, Barangay Paraiso, City of Koronadal, South Cotabato. See the attached List of Requirements for more details. Technical specifications and other relevant documents are available at the BAC Secretariat. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.
4. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy- five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.
5. The Philippine Science High School SOCCSKSARGEN Region Campus reserves the right to accept or reject any offer or declare a failure of negotiation at any time prior to contract award without thereby incurring any liability to the affected bidder or bidders.
